Lifeline consumer
Definition. A lifeline consumer is a very low-consumption residential account — sustained monthly use at or below the notified lifeline threshold, historically 50 units, over a qualifying period — billed at the cheapest slab in the schedule and exempt from several taxes and surcharges.

Where you see it: In the tariff code and in the absence of certain tax lines — a lifeline bill is visibly shorter than an ordinary one.
What the exemptions are worth
The headline is the low per-unit rate, but the exemptions matter almost as much. Lifeline accounts have been exempted from general sales tax and from fuel price adjustment under successive notifications.
On a small bill those two lines can be a third of the total, so the effective saving is far larger than the slab rate alone suggests.
Living within the threshold
Fifty units a month is about 1.6 units a day. That is lighting, a couple of fans, a small television and phone charging — it does not accommodate a refrigerator running year-round, and certainly not an air conditioner.
Households near the boundary are the ones most affected by a single estimated bill, because an over-estimate can push a qualifying month over the line on paper.

A month above the threshold breaks the qualifying run, and the status is reassessed on the notified qualifying period. If the excess came from an estimated reading rather than real consumption, get the estimate corrected — the correction restores the run.
Does lifeline status apply automatically or must I register?
Classification is applied by the billing system from your consumption history. Registration under the cross-subsidy scheme is a separate process with its own portal, and consumers who want the formal subsidy record should complete it.
