Sub-divisional office (SDO)
Definition. The sub-divisional office is the lowest administrative unit of a distribution company and the first point of authority for a consumer, headed by a sub-divisional officer who can correct readings, adjust bills, sanction instalments and order inspections.

Where you see it: Named on the bill as the office your account belongs to, often with a contact number.
The powers that matter to a consumer
Reading corrections, surcharge reversals on production of a dated receipt, instalment plans on arrears, tariff category changes, meter test requests, and reconnection orders after payment.
Almost every routine billing problem is solvable at this level. Going straight to a helpline or to the regulator with something an SDO could have fixed adds weeks.
Make it written, and get it stamped
A verbal complaint leaves no trace and cannot be escalated. Submit a written application, keep a photocopy, and get it stamped with a diary number on your copy.
That diary number and date are what turn a grievance into a record — they are the first thing an executive engineer or the regulator will ask for.
Escalation order
Sub-divisional officer, then executive engineer at the division, then superintending engineer at the circle, then the company's customer services directorate, then NEPRA. Metering and assessment quantum goes to the Electric Inspector instead.
Escalating with the earlier stamped applications attached is far more effective than starting the story again at each level.
Frequently asked questions
What should I take with me to the office?
The bill in dispute, the previous two bills, a dated photograph of the meter, your CNIC, and a written application stating what you want done. Turning up with only a grievance produces advice; turning up with documents produces a decision.
How long should a written complaint take?
NEPRA's consumer service manual sets response timelines by complaint type. If the stamped date has passed the applicable period with no response, that lapse is itself the ground for escalation.
