Tariff rationalization surcharge (TRS)
Definition. The tariff rationalization surcharge is a per-unit levy that lets the government charge one uniform national tariff even though each DISCO's own cost of supply differs, by collecting the gap from consumers in lower-cost regions.

Where you see it: A per-unit line, usually printed as TRS or 'T.R Surcharge'.
The uniform tariff policy
NEPRA determines a separate revenue requirement for each DISCO, reflecting its own losses, recoveries and network costs. Those determinations differ substantially — a company with high losses needs a much higher tariff to break even.
Government policy is that a consumer pays the same national schedule regardless of which DISCO serves them. TRS is the accounting device that reconciles the two: it is collected where the determined tariff is below the national one.
What it is not
TRS is not a service charge for anything your DISCO does, and it is not related to your own consumption efficiency. It is a cross-subsidy between regions, not between households.
It is also not negotiable at any office. Like FPA it is set centrally and applied uniformly within a category.
Frequently asked questions
Do all eleven DISCOs charge TRS?
The surcharge applies where the determined tariff sits below the uniform national tariff. In practice consumers of the better-recovering companies see it most consistently.
Is TRS included in the GST base?
Yes. Sales tax is computed on the energy charge inclusive of surcharges, so a rise in TRS raises the GST figure alongside it.
