Why it costs more than a ceiling fan for less coverage
A pedestal fan has a smaller blade sweep and has to spin faster to move a useful volume of air, and it fights the floor and furniture rather than working with the ceiling's clear space.
Its advantage is directional. A pedestal fan aimed at one person delivers more perceived cooling to that person than a ceiling fan spreading the same energy across a whole room, which makes it the better choice for a single occupant.
Oscillation and speed
Oscillation costs only a few watts for the gear mechanism. It is not a meaningful part of the consumption and turning it off saves almost nothing.
Speed is different. Fan power rises steeply with speed, so running on medium rather than high genuinely reduces draw on most models — unlike an old ceiling fan regulator, a pedestal fan's speed switch changes the motor's actual operating point.
